That was probably where the seam was and thus had overlapping fabric layers and stitching reinforcing that particular point.

If you have ever torn fabric or clothes barehanded, you'd find that continuing to apply force at a seam often results in the fabric tearing upwards or downwards along the seam instead of through it so it's likely that she would have ended up with a super high slit in her dress and trailing chunk of loose fabric like a cloth tail...basically it would been an imposition.

Add to that the statement earlier that it was formal wear and we are left to assume that the fabric was expensive, possibly silk, and silk is very tough when properly constructed, which would probably have been an added factor of difficulty.
